The INs deal with the equipment utilized, the event and emergency facilities, equipment used for spectator control, and the location(s) of the event. Improving the INs reduces the hazard of an accident. The OUTs involve Personnel such as participants, spectators, sponsors, event and emergency staff, and Decisions for the selection, installation, & maintenance of equipment, and racing in certain weather conditions. Improving the OUTs reduces the chances of an accident.

An easy way to think about your team's Safety Package is to think about a Safety Net used in a racing car window. Both the horizontal and vertical webbing is necessary for the window net to work properly . Also, the netting doesn’t work well unless the webbing is stitched together.
